About Us

Our story

Eastern Shawnee Haven Program is a tribal advocacy program dedicated to reducing the geographic barriers and financial hurdles victims of crime, in our tribal and local community, face to accessing advocacy and services. To improve Eastern Shawnee, tribal and local community understanding that services, specifically emergency services for ALL victims of crime, are available. To build trust in our tribal and local community that Haven Program will consistently be able to provide healing to all victims of crime. We currently provide advocacy and services to all Eastern Shawnee, regardless of where they live, and non-members within the tribe’s service area of Ottawa County Oklahoma, and the cities of Vinita, Grove, Jay Oklahoma, and Seneca MO.

Advocates on staff

Director/Lead Advocate – Kellie Jo Allemann
Our current director/lead tribal advocate Kellie Jo Allemann B.A. has successfully Directed the ESTOO Haven Program and serviced our domestic violence clients for eight years. Kellie Jo Allemann has been certified through Praxis International, VOCA (Victim of Violent Crime 40-hour training), completed Red Wind Consulting 40-hour sexual assault training, as well as many other local/tribal domestic violence and sexual assault trainings. She brings a wealth of experience and training working with Native women, victims of crime, victims of domestic violence and sexual assault, and is a survivor herself.

Grant and Program Administrator/Out of State Crime Victim Advocate – Cathleen Osborne-Gowey
Our current program administrator/crime victim advocate, Cathleen Osborne-Gowey B.S. MA, holds eight years’ experience administrating our ESTOO Haven Program and working as an advocate for our clients. Cathleen Osborne-Gowey has been certified through Praxis International, Red Wind Consulting 40-hour sexual assault training, as well as many other domestic violence and sexual assault trainings held by OVW and Mending the Sacred Hoop. She brings a wealth of experience and training with Native women, victims of crime, victims of domestic violence, social justice work, and is a child survivor of domestic violence.

Outreach Coordinator and Advocate – Tracie Delano

Our current outreach coordinator and advocate, Tracie DeLano, has worked and partnered with members of the community in a variety of social justice capacities for over 27 years. Tracie’s background includes education, health and human services, and working to diligently to engage, build, and sustain lasting relationships with local community partners. She brings experience in youth mentoring, wellness education, hosting advocacy programs and events, collaborating with leaders, and developing educational information and resources for her community. Tracie utilizes her connections and past collaborative outreach to provide awareness, education, advocacy and referral to our tribal and local community.

Legal and Sexual Assault Advocate – Caren Hall

Our Legal and Sexual Assault advocate, Caren Hall, has worked extensively in our local community as an EMT, dispatcher, and police officer. She has comprehensive training on sexual assault forensic kits, trauma-informed response, domestic violence and sexual assault advocacy and response, criminal justice in Indian Country, Forensic Interviewing, child abuse investigation, legal advocacy, and more. With a strong background in law enforcement, in 2021, Caren decided to reroute her public service career into a different profession that allow her more time with her family and assisting victims with more long term comprehensive care not just urgent trauma response. Caren brings experience in emergency and trauma response, collaborating with law enforcement, our legal system, and community engagement. She utilizes her vast connections and experience of the court system and law enforcement procedure to support clients through the legal process and sexual assault victims with advocacy and understanding.

 

Haven Advocate – Ashley Beard

Our local Haven advocate, Ashley Beard, has worked as a child advocate in shelter, has a strong connection with the local community, and works as a liaison with our local domestic violence advocacy shelter. Ashley decided to make a change from early childhood education and child advocacy to work with the Haven team, assisting victims in shelter and those in need of emergency temporary safe housing. She utilizes her strong connection to the local community and shelters to support clients in need of services and emergency temporary housing.
